One Dead, One Seriously Injured after Crash on Howard Frankland

A third driver walked away from the scene of the crash and has not been identified, according to the Florida Highway Patrol.

PINELLAS COUNTY – A Tampa man died of injuries he received and another driver was seriously hurt in an early morning crash Friday (April 14), the Florida Highway Patrol said.

A third driver, who was in a Maserati, left the scene on foot and was later identified as Oscar Arturo Chavira, 44, of Tampa, troopers said. The crash closed all northboound lanes of the Howard Frankland for about two and a half hours.

Oswald E. Caines, 61, of Tampa, died at Tampa General Hospital where he was taken after the crash. Lindsay Dawn Larsh, 31, of Spring Hill, one of the other drivers in the four-vehicle crash, was taken to Tampa General with serious injuries.

The crash happened about 4:37 a.m. on the northbound Howard Frankland. Troopers said a 2008 Toyota Corolla driven by Larsh swerved to avoid a dolly laying in the roadway and hit a 2013 mobile home/rcreational vehicle driven by Pierre Clement, 64, of Saint Roche de Lourde, Canada. The Toyota then hit the inside barrier wall before coming to a rest in the inside lane. Clement lost control of the mobile home/RV.

A 2014 Maserati and a 2000 Ford F250 driven by Mr. Caines both slowed and steered away from the Toyota and the RV. In so doing, troopers said, the Maserat hit the rear end of the Ford, which overturned and was pushed into the path of the RV. The RV hit the Ford and both traveled to the outside shoulder where the vehicles separated. The Ford turned over one more time before coming to a rest. Troopers said the RV went back across the roadway and collided with the concrete barrier wall.

Troopers said it is unclear where the dolly came from. The case remains under investigation.
