Deputies Charge Neighbor in Safety Harbor Murder

He was seen on video entering and leaving the dead man’s residence, the Pinellas County Sheriff’s Office said.

SAFETY HARBOR – A Safety Harbor man has been accused of murdering a man during a robbery, according to the Pinellas County Sheriff’s Office.

Michael Robert-Jose Harbaugh, 40, was charged with one count of first degree felony murder in connection with the June 18 death of David Sommer, 61, also of Safety Harbor.

Deputies were called to a Safety Harbor home on Harbor Oaks Circle about 11:24 a.m. June 19 for a report of a dead person made by a Meals on Wheels delivery person. When officers arrived, they found Mr. Sommer’s body inside his home. He was a victim of homicidal violence.

Deputies said that Harbaugh told neighbors about 11:45 p.m. on June 18 that Mr. Sommer owed him money for yard work completed earlier in the day. Harbaugh, who was a neighbor of Mr. Sommer, reportedly went to his home to collect the money.

While in the home, Harbaugh committed the crime of robbery and while in the commission of the robbery Mr. Sommer died of homicidal violence, deputies said. Harbaugh was captured on surveillance video entering and exiting the home.

Harbaugh made inconsistent statements to investigators. Deputies said he identified himself as the person depicted on the surveillance video entering and leaving Mr. Sommer’s residence. No one else was shown on the video entering or leaving the residence between the time Harbaugh left the house and deputies found Mr. Sommer.

Deputies arrested Harbaugh today (Oct. 27). Harbaugh had been in custody since June 20 on an unrelated charge of violation of probation for felony battery in 2015.
