Hernando Commission Approves Deals to Bring in 92 Jobs

Three manufacturers will receive incentives worth up to $500,000. In exchange, the companies will invest millions in expansion and bring at least 92 new jobs to Hernando.

HERNANDO COUNTY – Commissioners here approved incentive packages Tuesday (Aug. 9) for three manufacturers that plan to expand and bring at least 92 new jobs to Hernando.

The total amount of capital invested in expansion by the three is estimated at more than $7.6 million, according to Hernando County officials.

“Existing industry retention and expansion is a key goal for economic development. In this competitive landscape each of these businesses had a choice where to expand and they chose Hernando County,” County Administrator Leonard Sossamon said. “When the county government is business-friendly like ours is, there’s more investment and more jobs, and everyone wins.”

The three companies are Barrette Outdoor Living, locally known as Alumi-Guard, Premier Pharmacy Labs and Surge Suppression, Inc.

Alumi-Guard plans  intends to hire 60 additional employees over the next 12 months at an average annual wage equal to or greater than $36,196. It also plans to lease three more acres for additional parking.

Alumi-Guard, manufacturer of outdoor living products including fencing, railings, and storage buildings, currently employs 187 full-time workers at its 210,000- square-foot state-of-the-art manufacturing facility at the Brooksville-Tampa Bay Regional Airport & Technology Center. The company is planning its second expansion since 2014. Alumi-Guard has previously received local job creation incentives under an agreement with the county. Each July, the company provides documentation meeting the terms of the agreement. With this new incentive, the company is committed to employing 247 full-time workers in Brooksville by July 2017.

The company will receive a job creation incentive of $3,000 per job. The maximum cost for this amended incentive agreement is $387,000, payable over a five-year period from 2017 through 2021. All incentives are performance-based and paid upon documentation of employees and wages.

Barrette Outdoor Living is the North American leader in wood, vinyl and aluminum fencing; aluminum, steel and vinyl railing; outdoor storage buildings; plastic lattice; the new Resalitetm Core Technology and many more outdoor living products. The manufacturer distributes more than 6,000 different items across the U.S. and Canada to specialty retailers, home centers and lumberyards. Barrette is headquartered in Cleveland, Ohio, and employs more than 1,100 people in the U.S.

Premier Pharmacy Labs, a leading FDA-registered sterile compounding facility, intends to hire 22 additional employees over the next two years with an average annual wage of $48,000. Facility purchase and improvements will result in a capital investment of $5.9 million.

The company services hospitals, surgery centers, and physicians’ clinics throughout the U.S. It partners with hospitals and other patient care organizations to help create a dependable sterile supply chain that introduces cost savings and efficiency into the challenging and changing market environment. As a result of the increased demand for the company’s products and services, Premier Pharmacy’s capacity must be expanded to provide additional manufacturing, research and development and warehousing operations. The company considered several other locations including South Carolina and California. Premier Pharmacy, in conjunction with its site consultant, worked with Enterprise Florida and the Office of Business Development to negotiate a competitive business expansion offering.

Premier Pharmacy currently employs 18 full-time workers and intends to purchase and renovate an existing 19,000 square foot facility at the Brooksville-Tampa Bay Regional Airport & Technology Center. The purchase of the facility, associated renovations and equipment will result in capital expenditures of about $5.9 million over the next four years.

The company will receive a job creation incentive of $3,000 per job as provided in the Hernando County Incentive Ordinance. Maximum cost is $66,000 paid over two five-year periods from 2017 through 2022. All incentives are performance-based and paid upon documentation of employees and wages. The company received a job creation award in 2014 for 18 new positions over three years; this agreement will remain in place.

Premier Pharmacy was also approved for Qualified Targeted Industry Incentives from the state of Florida in the amount of $132,000, with local financial support in the amount of $26,400 which the commission approved June 28.

Surge Suppression, an ILSCO Company, plans to hire 10 additional employees by the end of 2017 at an average annual wage equal to or greater than $36,196. The expansion, associated renovations and equipment will result in a capital investment of at least $1.725 million.

SSI manufactures multiple lines of surge protection devices for both AC and DC power systems as well as data and telecommunication systems from 5 to 7,200 volts with application experience across a full spectrum of industrial, commercial and government sectors.

Located at 15424 Flight Path Drive within the Brooksville-Tampa Bay Regional Airport & Technology Center, SSI currently employs 31 full-time workers and will add 11,400 square feet to its existing 5,000 square foot facility. This expansion, associated renovations and equipment will result in a capital investment of at least $1.725 million.

The total cost for this job creation and building and impact fee mitigation incentive program contract is $30,000, if all conditions are met. It is payable over the five-year period from 2017 through 2021.
