Two Pedestrians Killed after Stepping into Roadway While Arguing

A third pedestrian was injured, the Hillsborough Sheriff’s Office said.

HILLSBOROUGH COUNTY – Two pedestrians were killed and one was injured Sunday (Nov. 12) when they were hit by a car after they stepped into a roadway during an argument, the Hillsborough County Sheriff’s Office said.

Tanaysha Troutman, 28, of Tampa, and Victoria Patten, 23, of Brandon, died at the scene. Arlene Stephanie Jordan Cruz, 38, of Gibsonton, was taken to Tampa General Hospital with non-life-threatening injuries.

The crash happened about 10:30 p.m. on Providence Road south of Providence Lakes Boulevard. Deputies said Ms. Troutman, Ms. Patten, and Cruz stopped their vehicles in the median turn lane of Providence Road.

They were standing outside of their vehicles arguing when all three walked into the southbound median travel lane of Providence Road and were struck by a 2005 Hyundai, which was traveling south at about 40 mph. The driver of the Hyundai, Guillermo R. Ruiz, 22, of Wesley Chapel, had an odor of alcohol on his breath and admitted to having consumed beer earlier in the evening, deputies said.

Ruiz submitted to a blood draw. Deputies said charges may be filed after the toxicology report is completed.
