He was not in a crosswalk and had once been cited for jaywalking, Pinellas Park police said.

PINELLAS PARK – A homeless man died Monday (March 11) morning when he was hit after stepping in front of an oncoming car on U.S. 19, according to the Pinellas Park Police Department.

William Folsom 71, died at the scene.

The crash happened about 6:30 a.m. in the 6700 block of U.S. 19 N in Pinellas Park.

Officers said Mr. Folsom was crossing U.S. 19 from west to east. He had made it across the southbound lanes of travel and the raised median when he stepped into the northbound lanes where he was hit by a 2001 Jeep Grand Cherokee.

Speed and impairment do not appear to be factors in this crash. Police said the heavy fog is is considered a factor.

Mr. Folsom failed to use a crosswalk that was one block south of where he was hit. Police said he had been issued a citation in November for failing to use a crosswalk.

No charges or citations are pending.
