Tampa Police Chief Promotes Two

They will take over key leadership positions in the Tampa Police Department. Another assistant chief was shifted to a different division.

TAMPA – Police Chief Brian Dugan on Wednesday (Dec. 13) announced promotions in senior leadership positions, with Elias Vazquez being promoted to assistant chief of operations, and Ruben Delgado being promoted to major for District 1.

Assistant Chief Marc Hamlin will shift positions and will now serve as assistant chief of investigations, support services, and special operations. He previously served as assistant chief of operations for the Tampa Police Department.

In July, when then-Chief Eric Ward announced his retirement, then-Assistant Chief Dugan was appointed as acting chief, then as interim chief. In November, Mayor Bob Buckhorn removed the interim label and appointed Dugan as the chief of police.

That left open one of the two positions as assistant chief. Hamlin assumes the position as assistant chief of Investigations, support services, and special operations. Vazquez – formerly the major for District 1 – will now serve as assistant chief of operations. Delgado – formerly captain of the Major Crimes Bureau – will now serve as major for District 1.

“These promotions are well deserved and provide the Department with stability and talent in key leadership positions,” Dugan said. “They were difficult decisions because we have an abundance of talented and dedicated leaders in this department, and many more waiting in the wings.”

Elias “Eli” Vazquez began his career with TPD in 1994. He has worked in all three districts, and spent the early portion of his career working in an undercover capacity as an officer, detective, and sergeant. As a captain, he supervised the special operations bureau overseeing the department’s aviation, K-9, marine, mounted patrol, traffic and DUI enforcement units. He also served as the department’s Hispanic liaison. Since March 2016, he has served as the major overseeing District 1. Berfore working for the TPD, Vazquez served four years in the U.S. Marine Corps and six years as an officer in Garden Grove, just outside Los Angeles.

Ruben “Butch” Delgado began his career with TPD in 1998. He has served in all three districts, as a patrol officer. He served as a detective and as a patrol sergeant in District 1. He also served as a sergeant in personnel and Training. As a captain for the past five years, he has served in Districts 1 and 3 and most recently in the major crimes bureau where he played a key role in the investigation into the Seminole Heights homicides. As the major for District 1, Delgado will be overseeing an area that includes West Tampa where he grew up and attended school.
