SWIFTMUD Appoints New Executive Director
Brian Armstrong has served as SWIFTMUD’s assistant executive director since 2014.
TAMPA BAY – Brian Armstrong was appointed to be the new executive director of the Southwest Florida Water Management District on Tuesday (June 28).
He will replace Robert Beltran who earlier this month announced his resignation to return to the private sector. Beltran, who has served as the group’s executive director since September 2013, will stay on temporarily to help in the transition.
“I’m truly humbled that I have the opportunity to lead such a talented staff,” Armstrong said.
His appointment came during a meeting of SWIFTMUD’s governing board.
Armstrong has served as the district’s assistant executive director since May 2014. He has been responsible for the leadership and oversight of the operations, maintenance and construction, regulation, and resource management divisions. He brings more than 15 years of experience in water resource management. Before coming to SWIFTMUD, Armstrong was the assistant director for the Department of Environmental Protection southwest district. He led the restructure of the DEP district operations by reducing costs and improving internal operating performance, including the creation of a successful compliance management team. Before that, Armstrong served as the water supply and resource development manager for the district.
Armstrong is a licensed professional geologist who earned his bachelor of science in geology and his master’s degree in hydrogeology from the University of South Florida.
SWIFTMUD was created in 1961 as a flood protection agency. Its duties have expanded to managing the water resources for west central Florida, an area covering about 10,000 square miles in all or part of 16 counties and serving a population of about 4.7 million people. The goal of the district is to meet the water needs of current and future water users while protecting and preserving the water resources within its boundaries. A 13-member governing board oversees district activities. Members are unpaid volunteers appointed by the governor and confirmed by the state Senate to set policy and administer the budget.
