Rod Irwin has worked for Clearwater for a little more than 10 years.

CLEARWATER – Assistant City Manager Rod Irwin announced his plan to retire effective Dec. 17 after 10 years with Clearwater and more than 42 years in government.

“Mr. Irwin has successfully moved Clearwater’s economic development and redevelopment agendas forward during his tenure,” City Manager Bill Horne said. “We are sad to see him go, and he should be proud of what he has accomplished working for the city of Clearwater.”

Irwin has extensive public sector experience, including 18 years as chief executive officer of municipalities throughout the country. Rod has also served as assistant county manager in Arlington County, VA, and strategic development project manager for Arlington economic development, that county’s economic development agency. In both of these capacities he successfully led negotiations of major, mixed-use projects of critical importance to the County’s development plans. He has served in public management positions as city manager in three previous cities before Clearwater: Ridgewood, NJ; Watertown, MA; and Yonkers, NY. He has held several key positions in Hillsborough, Montgomery and Arlington counties.

Irwin was hired by Clearwater in July 2005 to serve as assistant city manager for economic development and oversee the city’s economic and community redevelopment activities. He also serves as executive director of the community redevelopment agency and has responsibility for oversight of the city’s primary enterprise operations.

Irwin has a bachelor’s in political science from the University of Tennessee and a master’s in public administration from City University of New York. He is a graduate of the program for senior executives in state/local government at Harvard University’s Kennedy School of Government. He also holds a certificate in real estate development and a certificate in real estate development finance from the Urban Land Institute in Washington, D.C.

Some of Irwin-s most noteworthy accomplishments with Clearwater include:

• Capitol Theatre renovation negotiations and agreement with Ruth Eckerd Hall
• Adoption of the city’s first economic development strategic plan, leading to the successful GE Instrument Transformer recruitment and adoption of the economic development tax abatement program referendum
• Successful negotiation of the Surf Style and Pelican Walk garage development agreements
• Successful negotiation of the Prospect Lake “Nolen” multi-family development agreement
• Staff leadership in the successful referendum campaign for the Clearwater Harbor marina
