Three Injured in 10-Car Pileup on Howard Frankland Bridge

The crash, caused when one car’s tire blew out, tied up traffic for hours.

PINELLAS COUNTY – Three people were taken to the hospital Monday (March 7) after a 10-car pileup on the northbound Howard Frankland bridge brought traffic to a standstill for hours.

Ivan M. Hall, 62, of St. Petersburg was taken to Tampa General with serious injuries, the Florida Highway Patrol said. Hall, who was not wearing a seat belt, was listed in stable condition late Monday afternoon. Paul Ernest Tevis, Jr., 43, of Seminole, was also taken to Tampa General with minor injuries. Consuelo M. Santiago Dean, 51, of St. Petersburg, was taken to Bayfront medical center with minor injuries.

The multiple crashes began when the left front tire of Hall’s car blew out causing the driver to lose control, troopers said. An 11th car avoided the pileup but received minor damage to its windshield from flying debris.

It is unclear if alcohol was a factor in the crash. Test results for alcohol are pending. So are charges. FHP troopers said that, before the accident, Hall’s car was seen “traveling at a high rate of speed, completing multiple lane changes to include utilizing both emergency shoulders prior to the tire blow out.”

FHP troopers said the collision happened about 8:33 a.m. Monday (March 7) on the northbound span of the Howard Frankland bridge when Hall lost control of his 2007 Hyundai Sonata when the left front tire blew out. Troopers said he was driving in the right emergency lane as he approached the bridge.

When Hall lost control, he hit a 2005 Mercury driven by Santiago Dean, which was pushed forward and struck the rear of a 2009 Honda Civic driven by Patrick L. Tinney, 47, of St. Petersburg. Troopers said the right rear of Hall’s Hyundai hit the concrete wall barrier and continued forward in the emergency lane where he then hit a 2001 tractor/trailer driven by Maria C. Villalobo, 52, of Brandon. Hall’s car kept going forward and hit a 2016 Dodge Avenger driven by Lisa J. Dye, 50, of Toledo, Ohio. The Avenger started spinning and hit a 2008 Honda CRV driven by Deborah Douglas, 56, of St. Petersburg. The Avenger continued spinning, troopers said, and hit the left concrete wall barrier.

Hall’s Hyundai kept traveling north, they said, until it sideswiped a 2013 Dodge SXT driven by Carmen Hayes-Hernandez, 58, of Tampa. The Hyundai then traveled into the center lane where it hit a 2012 Mazda 3 and a 2014 BMW 328i.The Mazda was driven by Angela L. Zercher, 21, of Tallahassee. The BMW was driven by Alexandros Deliyannis, 43, of Tampa.

The Hyundai then hit a 2001 Volkswagen Beetle driven by Tevis. The Beetle started spinning and hit the Hyundai. The Hyundai came to a rest facing north on the inside lane, troopers said.
