The interview process will include community tours and candidate senior staff engagement sessions, as well as a meet and greet, scheduled for 5:30 p.m. to 7:30 p.m. Wednesday at the Hillsborough Community College John R. Trinkle Center, 1206 N Park Road, Plant City. The public is invited to attend the meet and greet Wednesday and public interviews Thursday and Friday in the Commission Chambers at City Hall.

The city council selected Strategic Government Resources to conduct and manage the nationwide search that resulted in an outstanding pool of candidates. The city received 55 applications from individuals in 21 states and one Canadian province, with 35 of the applicants having city manager or assistant city manager experience.

Candidate vetting included a comprehensive questionnaire, online interviews, a psychometric assessment, a thorough media search, and a rigorous background investigation.

The finalists:

Jamie Croteau has more than 20 years of local government experience. She is currently the management services director for Boca Raton, a position she has held since December 2015. Previously, she served as the city manager for Orange City, the assistant city Manager for Ocoee, the administrative services director for Seminole County, and the human resources administrator for Orange County. Croteau is a member of ICMA and the Florida City/County Management Association and is also an ICMA Credentialed City Manager. She holds a master’s degree in business administration from the University of Central Florida and a bachelor’s degree in economics from Florida State University.

Jonathan Evans has almost 20 years of local government experience. He most recently served as city manager for Riviera Beach during 2017. Previously, he served as assistant county administrator for Sarasota County, city manager and assistant city manager for Haines City, and assistant to the city manager for Largo. Before then, he served as the recreation manager for the Celebration and the recreation site supervisor for St. Cloud. Evans is an ICMA Credentialed City Manager and has National Incident Management Systems Certifications. He is also on the board of directors for the Florida City/County Management Association and is a member of ICMA, the University of Central Florida Public Administration Advisory Board, the National Forum for Black Public Administrators, the Government Finance Officers of America, the Florida Parks and Recreation Association, and the Polk State College Business Advisory Board. He holds a master’s degree in business administration from Saint Leo University, as well as a master’s degree in public administration and a bachelor’s degree in social work from the University of Central Florida.

Jeffrey (Jeff) Brown has more than 25 years of local government experience. He is currently the city manager for Panama City, a position he has held since 2014, having previously served as their assistant city manager. Before his tenure in Panama City, he served as city manager for Frostproof, assistant to the city manager in Auburndale, and planner for Polk County. Brown is a member of ICMA and the Florida City/County Management Association. He holds a master’s degree in public administration from the University of South Florida and a bachelor’s degree in political science from the University of Florida.

Billy (Bill) McDaniel has more than 30 years of local government experience with Plant City, where he is currently the assistant city manager, a position he has held since 2013. Before his current post, he served the Plant City Police Department in the roles of chief, captain, and police officer from 1985 to 2012. McDaniel is a member of ICMA and the Florida City/County Management Association. He holds a bachelor’s degree in organizational management from Warner Southern College.

Michael (Shawn) Sherrouse has more than 20 years of local government experience. He is the assistant city manager for Lakeland, a position he has held since 2016. Previously he served as the assistant city manager, assistant to the city manager, and community development director for Auburndale, and as branch office manager/residential appraisal supervisor for Polk County. Prior to this, he was in the U.S. Marine Corps. Sherrouse is a member of ICMA and the Florida City/County Management Association, and is a Student Chapter Member of the University of the South Florida International City/County Management Association. He holds a master’s degree in public administration from the University of South Florida and a bachelor’s degree in organizational management from Warner University.

Robert (Bob) Middaugh has 40 years of local government experience. He is currently the assistant county administrator in Loudoun County, VA, a position he has held since 2015. Previously he served as the county administrator for James City County, VA. Before that, he served as the assistant city manager for Miami Beach; city manager for Wheat Ridge, CO; town manager for Watertown, CT; and city administrator for Elk River, MN. Middaugh is a member of ICMA, the Virginia Association of Counties, and the National Association of County Administrators. He has a master’s degree in public administration from the University of Colorado and a bachelor’s degree in public administration from Miami University.
