Pinellas Unveils New Redevelopment Rules in Lealman

The new code will be rolled out at four public meetings in Lealman, the first area where the new rules will be used.

LEALMAN – Lealman residents can help shape the future design of the Lealman community by providing comments about a new redevelopment code to Pinellas County Staff at the Lealman Exchange this month.

The new code focuses on the relationships among buildings, sidewalks and streets, and promotes walkability.

The Lealman Community Redevelopment Area is scheduled to be the first in the county to get the form-based code, a customized code designed to look at the overall goals of a neighborhood. The county is asking residents for their involvement before implementing the new code.

Staff will display information that explains how the FBC will differ from the existing Land Development Code, as well show designated districts and what development could look like under the new code.

Beginning Tuesday (May 14) through May 31, residents can view the display boards at any time during normal business hours at the Lealman Exchange, 5175 45th St. N, in Lealman. Additionally, a Pinellas County planner will be available on-site to answer questions and receive feedback from residents at these following times:  

  • Tuesday (May 14), 4 p.m.– 6 p.m.
  • Thursday (May 16), 11 a.m. – 2 p.m.
  • Saturday (May 18), 11 a.m. – 2 p.m.
  • May 20, 9 a.m. – noon

An FBC is a document that guides the development and redevelopment of properties within a specific area. Compared to the previous Land Development Code, form-based code puts less emphasis on a building’s use and more on its form and placement, location of parking, treatment of public/private spaces and other aspects. Overall, the code is a more proactive plan and its implementation aims to save time and money for future development or redevelopment.

Lealman is an unincorporated area located generally between Pinellas Park and St. Petersburg on the north and south and I-75 and Park Street on the east and west. It is divided into two by Kenneth City. The Lealman CRA is the portion of Lealman to the east of Kenneth City.
