Pinellas Names Community Manager to Oversee Lealman

PINELLAS COUNTY – Pinellas County Administrator Barry A. Burton has announced the repurposing of a current position focused on serving the needs of more than 36,000 residents in the unincorporated Lealman community.

The new role for county planner Chris Moore as assistant to the county administrator based in Lealman coincided with another key appointment announced at Tuesday’s (April 9) Pinellas County Commission meeting: Gay Lancaster moved from interim director to permanent director of the Pinellas County Contractor Licensing Department.

With the recent creation of the Lealman Community Redevelopment Area and opening of the Lealman Exchange community center, the new assistant to the county administrator position will provide a dedicated local government liaison for Lealman residents. Moore will oversee, coordinate and link important resources for the community, which is generally located between St. Petersburg and Pinellas Park and is divided in two by Kenneth City.

He will maintain an office at the Lealman Exchange, 5175 45th St. N in Lealman, where he will also coordinate CRA programs, local services and oversee activities at the community center.

Moore brings 15 years of experience as a strategic leader in the public, private and nonprofit sectors to the job.

Lancaster  also brings a wealth of public service experience to her role in the recently established Contractor Licensing Department, which ensures local contractors are properly licensed and assists with investigations of unlicensed contractors. Lancaster served as interim county administrator and executive director of the Juvenile Welfare Board. She had recently served as interim executive director of the PCCLB before being tapped earlier this year as interim director of the Contractor Licensing Department.

The Contractor Licensing Department opened last July after a change in state law, assuming the operations function of the Pinellas County Construction Licensing Board.

The PCCLB was formerly an independent body created by special act of the Florida Legislature in 1973. Now a dependent agency answering to the county commission, the PCCLB regulates the county’s construction and home improvement industry through uniform contractor licensing to ensure proper training and insurance protection.
