Pasco Names Emergency Management Director

He brings 28 years of progressive performance at Pasco County Fire Rescue to his new position, moving steadily through the ranks from firefighter/EMT to deputy chief.

PASCO COUNTY – After a comprehensive, nationwide search, Pasco County has chosen a familiar face with a longtime legacy of service to lead its Emergency Management Division.

Andrew Fossa, former deputy chief of administration for Pasco County Fire Rescue, has been named emergency management director.

“Andy brings a level of experience and institutional knowledge that made him a standout among an exceptional field of candidates,” Pasco County Administrator Dan Biles said.

Fossa said, “I’m honored to join this talented team serving the citizens of Pasco County. We’ll continue to build upon the innovative foundation that has made Pasco Emergency Management a trusted resource at the state and national level, while providing the proactive service our citizens have come to expect.”

Fossa brings 28 years of progressive performance at Pasco County Fire Rescue to his new position, moving steadily through the ranks from irefighter/EMT to deputy chief, and receiving the coveted Distinguished Service Award. Fossa is a seasoned member of the State’s Region 4/6 All-Hazard Incident Management Team, and has served in several lead roles, such as operations section chief and incident commander, during emergency activations.

His transition has been swift, having already led coordinated responses for Hurricane Michael, a tornado, a large-scale straight-line wind event, and assistance at a two-alarm industrial complex fire.

Fossa’s goals include increasing mitigation and grant funding at the state and federal level to make Pasco safer and more resilient, and continuing our commitment to helping other communities in times of need.
