Riverview Man Attacks Deputy, Hillsborough Sheriff Says

The man put the deputy in a choke hold and broke his nose, the Hillsborough County Sheriff’s Office said. Deputies said the attack was unprovoked.

RIVERVIEW – A Riverview man is accused of attacking a deputy and breaking his nose, the Hillsborough County Sheriff’s Office said.

Randy Eugene Howard, 34, of Riverview, is charged with one count each of battery on a law enforcement officer, aggravated battery on a law enforcement officer and resisting an officer with violence.

Hillsborough Sheriff’s Deputy Lance Feinman, 30, was called to a home in Riverview about 7:30 p.m. Friday (May 18) for a domestic dispute. Feinman was allowed into the residence by a family member and immediately announced he was a deputy sheriff.

Deputies said Howard came down from the upstairs floor of the residence and hit Feinman in the face numerous times with his fist. Howard then put his arm around Feinman’s neck in a choke hold and applied pressure to the point that Feinman said he felt he was going to lose consciousness.

Feinman fought back and regained control. Deputies said he used his Taser with no effect on Howard. Other deputies arrived and they were able to subdue Howard who continued to violently resist.

Feinman sustained a broken nose, numerous contusions and complained of pain to his neck and face area. Feinman was treated and released from the hospital and is recuperating at home.

Feinman has worked for the Hillsborough sheriff since October 2015.
