Pasco Sheriff Accuses Deputy of Misusing Computer Data

The man, who has been fired from the Pasco Sheriff’s Office, was using law enforcement databases to get personal information about women he was interested in. He was a school resource officer at Fivay High School.

PASCO COUNTY – A sheriff’s deputy has lost his job and stands accused of misusing law enforcement computer information to find information on women he was interested in, according to the Pasco County Sheriff’s Office.

Milton Manuel Arroyo, 50, of Hudson, was charged with illegally accessing a law enforcement database. He had been a corporal who was a school resource officer at Fivay High School.

Deputies said Arroyo twice misused the sheriff’s computer system to look up information on DAVD, the driver and vehicle information database, on two women who were neither involved in an active criminal investigation nor for another legitimate reason.

The first time, deputies said, was at 12:32 p.m. Dec. 15 when he used DAVID to get information about the mother of a Fivay High student. Arroyo told deputies that he queried her information using the woman’s vehicle tag because it was possibly a suspicious vehicle that had been seen in his neighborhood. The woman lives in Arroyo’s neighborhood and said she parks her car in the garage every night.

The investigation showed that Arroyo did not use the woman’s tag number to get the information, instead, he used her name. The women told deputies her daughter told her that Arroyo was interested in dating her mother.

The second time deputies said Arroyo misued the system was April 5. That time, he ran a DAVID query on a school employee. Arroyo told deputies he ran the query at the request of the school employee who wanted him to check the status of her drivers license.

But deputies said the woman told them she had never asked Arroyo to check her license.

In both cases, Arroyo checked the photograph and signature section that shows drivers license photos of the women, deputies said.
