Palm Harbor Man, 46, Sexually Battered Teen, 16, Deputies Say

PALM HARBOR – A Palm Harbor man was arrested in connection with the sexual batter of a helpless 16-year-old girl, the Pinellas County Sheriff’s Office said.

Charles Richard Flohr, 46, of Palm Harbor, was charged with one count of sexual battery (physically helpless).

Deputies said they learned of the sexual battery after she was hospitalized for consuming a large amount of alcohol.

Flohr befriended the 16-year-old through an 18-year-old mutual friend. Both the 16 year old and the 18-year-old witness went to Flohr’s residence on Tampa Road in Palm Harbor. Deputies said Flohr poured shots of liquor for the girl and then engaged in sexual intercourse with her while she was intoxicated and physically unable to resist.

Detectives interviewed Flohr at about 5:25 p.m. Saturday (June 30). They said Flohr admitted to having the 16-year-old girl and the witness at his residence. During the interview, Flohr also made reference to possible consequences to having a “threesome” with a 16-year-old and an 18-year-old.
