Madeira Beach Man Exposes Himself to Child at School Bus Stop, Sheriff Says

MADEIRA BEACH – A man is facing charges after he exposed himself to and performed a sexual act in front of a 12-year-old boy waiting at a school bus stop, the Pinellas County Sheriff’ Office said.

Justin R. Duggan, 29, of Madeira Beach, is charged with one count of lewd or lascivious exhibition. Deputies said Duggan admitted to the allegations. Duggan was adjudicated as a sex offender in 2015, as a result of sex offense he committed in Oklahoma, deputies said. Duggan was not under any form of court imposed sanction at the time of this incident.

The incident happened about 7:30 a.m. Thursday (March 23) when a 12-year-old boy sitting at a school bus stop in Madeira Beach. saw a man sitting on a park bench across the street. Deputies said the man had his pants down around his ankles and he was performing an inappropriate sexual act while exposing himself.

The boy called a family member and the man fled. He had no contact with the boy. Deputies said they used a computer-generated composite sketch of the man to help identify Duggan, who was arrested Monday (March 27).
