His girlfriend was charged with child neglect.

PINELLAS COUNTY – A homeless man has been charged with second-degree murder in Thursday’s (May 25) shooting death of a Largo man, the Pinellas County Sheriff’s Office said.

Angel E. Martinez, 24, was charged with one count of second-degree murder in connection with the death of Ricky Lee Garland, 47. Larrisha Williams, 23, of Largo, who, deputies said, is in a dating relationship with Martinez, was charged with two counts of felony child abuse. Deputies said she left her two young children alone in an apartment the night of the murder.

On the night of the murder, deputies said that Martinez, Williams, and her two children were seen parked in a vehicle next to the parking lot of  the Andrea Cove Motel, 10464 106th Ave. N.
Martinez, who had a handgun on his lap, had apparently argued. During the course of the argument, deputies said, Martinez shot Mr. Garland who was in the Andrea Cove Motel parking lot. Martinez then fled the scene.

When deputies arrived, they found Mr. Garland lying in the parking lot suffering from multiple gunshot wounds. Mr. Garland was taken to a local hospital with life-threatening injuries. At 12:05 a.m. he was pronounced dead.
