Hernando Sheriff Accuses Floor Installer of Fraud

HERNANDO COUNTY – A floor installer has been arrested and accused of organized fraud and dealing in stolen property, the Hernando County Sheriff’s Office said.

Jack Michael Frey, 38, of 8510 Southern Charm Circle in Brooksville, was charged with five counts of dealing in stolen property and one count of fraud, according to Hernando County Jail records. A Hernando sheriff’s spokeswoman said there was also an outstanding warrant from both Hernando and Citrus counties for failure to appear. Frey was  out on bond after being accused of grand theft in Hernando. Officials said he has previous felony convictions for organized fraud, false impersonation of a law enforcement officer, escape, criminal use of personal identification, and grand theft.

The latest charges arose after a Hernando homeowner called deputies to say she had hired Frey in July to install laminate flooring in her home. She and Frey went to Lowe’s on Commercial Way
in Spring Hill where she purchased 73 cases of laminate flooring for a total of $4,015. Frey was to install the flooring.

During the next several weeks while Frey was in the process of installing the flooring, deputies said the homeowner began to notice cases of the uninstalled laminate missing from her garage where it was stored. She told deputies that she confronted Frey about the missing cases of laminate at which time Frey told her he would “replace” the missing flooring.

The homeowner also noticed that the receipt that she received during the original purchase from Lowe’s was missing. She told deputies that she had gone to Lowe’s to get another receipt but was told by the clerk that “someone” had returned portions of the laminate flooring, using the original receipt/invoice number. That’s when she called deputies.

Deputies found that five separate returns had been made to two Lowes stores; one on Commercial Way in Spring Hill, the other on Broad Street in Brooksville. Thirty cases of laminate flooring had been returned between Aug. 22 and Oct. 1. The total value of the returns was $1,757.27, deputies said. After viewing the surveillance footage from the returns, deputies confirmed Frey had made the returns.

Deputies arrested Frey on Friday (Nov. 11).
