Dover Man Charged in Fatal Hit and Run

He was charged in connection with the death of a pedestrian in January, Plant City police said.

PLANT CITY – A Dover man has been charged in a hit-and-run crash that left a pedestrian dead, the Plant City Police Department said.

Emmanuel Burgos-Mercado, 36, of Dover, was charged with one count each of Leaving the Scene of a Crash without Rendering Aid Involving Death, Driving While License Suspended Causing Death and Tampering With Evidence.

Burgos-Mercado is charged in connection with the Jan. 17 hit-and-run crash that killed Arturo Martinez-Ramirez, 57, of Plant City. Mr. Martinez-Ramirez was hit by a 2006 Hyundai Tucson GLS. Police said Burgos-Mercado fled the area in the vehicle after impact. (Click here for related story.)

The Hyundai was later recovered at the Shangri La Mobile Estates, 2850 New Tampa Highway, Lakeland, and was impounded as evidence.

Police said investigation developed a multitude of leads where police were able to locate Burgos-Mercado in Connecticut. He returned to Florida, was interviewed by police and was subsequently arrested.
