Two Dead After Plant City Shooting

A third man is in stable condition, the Hillsborough County Sheriff’s Office said. Deputies are investigating.

PLANT CITY – Two men have died and a third is hospitalized after a shooting Monday (March 12) at a Plant City business, the Hillsborough County Sheriff’s Office said.

Richard Paul Bliss, 49, died at the scene. William C. Duncan, 43, died Monday evening at Lakeland Regional Hospital where he was taken after the shooting. Rpbert Duncan, 45, of Plant City, was taken to Lakeland Regional and survived.

Hillsborough sheriff’s deputies arrived at the offices of Bliss Enterprises shortly after 4 p.m. Monday and found Mr. Bliss deceased and two men injured from gun shot wounds. The business is located on a tract of land at 3940 West Knights Griffin Road that houses a private home, small corporate offices, several barn structures and one or more rental housing units.

Sometime before the shooting, deputies said two men entered the office to speak with Mr. Bliss. One of the men, who was living on the property as a tenant, had an ongoing dispute with Mr. Bliss concerning his being asked several times to vacate the premises.

Sometime during the discussion in the office between the three men, Mr. Bliss shot the other two. Shante Duncan, the sister of the two injured men, had been waiting outside the office and heard the shots. Deputies said Shante Duncan entered the office and subsequently shot Mr. Bliss.

Deputies from both the Hillsborough and Polk County sheriff’s offices were initially called because the location is close to the county line. But the Hillsborough Sheriff’s Office has jurisdiction and is investigating.
