Charges against two drivers have been upgraded, the Tampa Police Department said. The city of Tampa has reduced the speed limit on Bayshore, starting today.

TAMPA – Lillia Raubenolt, the 21-month-old toddler injured in a crash on Bayshore Boulevard, died Thursday (March 24), the Tampa Police Department said.

Lillia was in a stroller being pushed across Bayshore by her mother,  24-year-old Jessica Raubenolt, when they were both hit by a car whose driver, police said, was racing. Mrs. Raubenolt died Wednesday (May 23) of her injuries at Tampa General Hospital where she and Lillia were taken after the crash. (Mrs. Raubenolt was identified by police in earlier reports as Jessica Reisinger, which was the name on her driver’s license.)

With Lillia’s death, the charges against the drivers of the two cars involved in the crash will be upgraded. Instead of facing a charge of reckless driving resulting in serious bodily injury for the injuries to Lillia, Cameron Herrin and John Barrineau will face an additional charge of vehicular homicide. They already faced a charge of vehicular homicide in the death of Mrs. Raubenolt as well as a misdemeanor charge of street racing.

Charges against Tristan Herrin, a passenger in one of the cars, will not change.

In the wake of the crash, the city of Tampa announced it is reducing the speed limit on Bayshore from 40 miles per hour to 35 miles per hour. The city issued this statement Thursday:

“The city of Tampa has incorporated the reduction of the speed limit on Bayshore Blvd into its anticipated traffic calming plan and had advised all of the affected neighborhood groups and interested parties of this decision. Beginning as early as tomorrow [May 25], the city will begin replacing all speed limit signs on Bayshore Blvd.  Over the next few days, the city will speed up an already planned phase of the Bayshore Boulevard project. TPD traffic enforcement will continue and officers will incorporate the new speed limits as the signs are erected. There will be message boards along the road notifying drivers of the change for the next few weeks.

“In addition, there are a whole series of improvements and modifications that will be incorporated over the next few months to make Bayshore safer for both pedestrians and vehicles.

The crash happened about 11:43 a.m. at Bayshore Boulevard and W Knights Avenue. Police said Cameron Herrin was driving a 2018 Ford Mustang north on Bayshore. Witnesses told police the Mustang was traveling at a high rate of speed and was racing another northbound vehicle. The other vehicle engaged in the racing was a Nissan driven by Barrineau. Witnesses told officers that, at times, the cars were side by side, and at other times they switched places and switched lanes.

The Mustang driven by Cameron Herrin struck Mrs. Reisinger and Lillia, who were crossing Bayshore near W Knights. Police said Mrs. Reisinger was pushing her daughter in a stroller when they both were struck.
